About the Coalition

The Satisfaction Team Coalition of Pennsylvania brings together Consumer/Family Satisfaction Teams (C/FSTs) from across the Commonwealth to amplify the voices of individuals and families navigating Pennsylvania’s behavioral health system.

The Coalition connects Satisfaction Teams across Pennsylvania to strengthen collaboration, coordinate data collection, share community experiences, and advocate for improvements in behavioral health services.

Our History

Pennsylvania has a long history of using Satisfaction Teams to gather feedback directly from individuals and families receiving behavioral health services.

An earlier statewide network, the Consumer Satisfaction Team Alliance of Pennsylvania (CSTAP), was organized through the Office of Mental Health and Substance Abuse Services (OMHSAS) before eventually being discontinued.

Recognizing the value of statewide collaboration, representatives from C/FSTs across Pennsylvania came together again in late 2022 to rebuild a statewide coalition.


A Renewed Coalition

Highlights & Accomplishments

The renewed Coalition was created to connect teams, share information and data, strengthen peer support, and use the collective experiences of individuals and families to advocate for positive systems change.

Since then, the Coalition has grown from reconnecting teams into an organized statewide network engaged in data collection, advocacy, partnerships, and behavioral health policy discussions.

  • 85,000+ surveys conducted from 2023–2025, capturing the experiences of individuals and families using behavioral health services.

  • 10,600+ reports and presentations delivered to providers, helping turn community feedback into information that can support service improvement.

  • Built a statewide network of Satisfaction Teams, creating regular opportunities for collaboration, peer support, information sharing, and coordinated action.

  • Established dedicated subcommittees focused on Data & Advocacy, Annual Reporting, and Training/Conference activities.

  • Successfully advocated for changes to state-mandated survey questions, including more inclusive language and greater consistency between adult and youth/family questions.

  • Increased C/FST visibility in statewide behavioral health discussions, including participation in Mental Health Planning Council and other stakeholder collaboratives.

  • Provided coordinated input on proposed behavioral health regulations, helping bring lived experience and community perspectives into policy discussions.

  • Built partnerships with statewide and regional organizations to support advocacy, community engagement, and coordinated data collection.

  • Supported statewide research and feedback initiatives, including work related to Intensive Behavioral Health Services (IBHS) and experiences involving behavioral health and the juvenile court system.

  • Created new opportunities for individuals and families to participate in advocacy, including distributing public-comment opportunities and connecting communities with statewide initiatives.

  • Demonstrated the value of C/FSTs beyond required satisfaction surveying, positioning the network as an existing resource for broader statewide data collection and quality-improvement efforts.

Moving Forward

The Coalition continues to strengthen the connection between lived experience, data, and decision-making.

By bringing local Satisfaction Teams together, the Coalition can identify shared concerns, elevate community priorities, and help ensure that Pennsylvania’s behavioral health system evolves in response to the people and families it serves.
